Looking for "Elegant" and "Forester" dyes

I've been pretty succesful at working on my achievments (Campaigns I, III
and IV are at 100%, currently farming the missing parts in II). However,
two things have been eluding me for a long time:

Where can I get "Elegant Dye" and "Forester Dye". According to most sites,
all dyes can be bought from all merchants in principle, apparently they change
the dyes they offer every 15 minutes.

However, I have yet to see those two. Some comments mention that these two
dyes were only available in Hell mode, however that is no longer around
since the expansion. Do I need to be in one of the hard modes such as master
or torment to get these two dyes? Or am I just unlucky?

Hmm, I'm pretty sure I've seen Forester's Dye at least once, recall
trying it out, I was in Bastion's keep if my vague memory is correct,
probably on Torment 1 level. Worth trying going to a higher level,
can't hurt anyway, and certainly it was a vendor in town I got it from
so no need to worry about difficulty of mobs.

Well, as it turns out, switching to Torment didn't help the few times I
tried. I just went back to normal difficulty while levelling my demon
hunter, occasionally checking the vendors. Yesterday I got the elegant dye
and tonight I finally got forester dye from a vendor in Caldeum while doing
bounties.

I've levelled my demon hunter to a third into 69 and collected a number of
gems but still haven't managed to even create one radiant star gem, let
alone one of each type... Once you hit 61 the "pre-patch" gems stop
dropping. I reckon by levelling up my other classes I might manage to get at
least the achievment for one of them :-)

On the plus side, I've completed all Campaing Achievments for Acts I, III
and IV and am working on the remaining few in Act II which is the hardest I
reckon (missing 7/10 Ancient Device outcomes and the cursed chests in the
Pit and Archives (the latter being tied to the Ancient Device), the Fowl
Lair and Veiled Treasure (both Ancient Device, too) and Fuad's letter
(bugged). After a few days of rinse-repeating Act II bounties I need a break
and am taking my demon hunter through Acti V (where I am still missing quite
a few events, dungeons and cursed chests).

Another thing I want to try out is joining a public game, so far I've only
played solo. Anything I need to know before I join a random group?
